Beijing’s implementation plan on accelerating the construction of a benchmark city for the global digital economy
In order to thoroughly implement the decision and deployment of the Party Central Committee and the State Council on the development of the digital economy, accurately grasp the new development stage, implement the new development concept, build a new development pattern, and accelerate the construction of a global digital economy benchmark city, this implementation plan is formulated in accordance with the city’s reality.
1. General requirements
(1) Guiding ideology

——Build the world’s leading ultra-large-scale data platform, realize data assetization, gather more than 30% of the top 100 digital economy benchmark enterprises in the world by market value, and become a hub for the configuration of international data elements.
——Cultivate emerging industry clusters such as a new generation of digital travel, new digital health services, intelligent manufacturing, data-supported R&D and knowledge production, digital finance, and digital energy services, and become the incubation and leading highland of emerging digital industries.

By 2022, the digital economy infrastructure and support system will be more complete, the advantages of data resources will be strengthened, the vitality of digital technology innovation will continue to be released, the digital industrialization and industrial digitization will accelerate, the construction of benchmarking projects, and the cultivation of benchmarking enterprises will make significant progress. The demonstration radiation capability of the capital has been improved, further consolidating the status of domestic benchmark cities.
By 2025, a data-driven high-quality development model will be basically established, the potential of data resource elements will be fully stimulated, the agglomeration of digital enterprises and the effect of industrial clusters will be greatly improved, the entire digital industry chain will be formed, the entire digital technology field will be covered, and the economic and social development will be fully empowered , The added value of the digital economy reaches about 50% of the regional GDP, and it enters the ranks of the international advanced digital economy cities.
By 2030, fully realize digital empowerment of mega-city governance, have high-density, global digital economy research service institutions, gather massive and high-frequency global circulation data, have strong and continuous digital innovation vitality, and lead the development of international rules and standards. The added value of the digital economy as a proportion of the regional GDP has continued to increase, and it has become a benchmark city for the global digital economy.
2. Create a world-leading new digital economy system
Strengthen the construction of digital city infrastructure, focus on data assets, promote digital technology innovation, open up the entire chain of data generation-aggregation-transaction-consumption-application, cultivate data-driven future industries, establish digital economic rules and development measurement systems, and form an open and leading New digital social ecology.
(1) Take the lead in building data-native urban infrastructure
Promote the in-depth integration of a new generation of information technology and urban infrastructure, build a data-native urban infrastructure system, and promote the leap from digital twins to digital natives in urban digitization.
Accelerate the construction of a fully-aware city. Strengthen the overall planning and overall management of various sensing terminals, and establish a unified standard, unified ledger, and overall implementation of the “one game of chess” promotion mechanism. Build intelligent networked urban roads. Accelerate the construction and iterative upgrade of high-level autonomous driving demonstration zones, define standardized intelligent digital intersections, and deploy low-level multiplexing digital facilities in the autonomous driving field. Transform the basic elements of road traffic and traffic management rules into digital codes that can be recognized by autonomous vehicles, and realize the large-scale operation of high-level autonomous vehicles based on the original road traffic information. Pilot exploration of the construction and operation mode of urban roads and highway smart infrastructure. Further promote the results of the construction of high-level autonomous driving demonstration zones, carry out the construction and transformation of the road network of large cities with vehicle-road coordination, and realize the digitization of all elements of the city-level transportation system. By the end of the “14th Five-Year Plan” period, the construction of 1,000 kilometers of intelligent networked roads will be completed, and it will be the first to become a leading city of intelligent networked roads.
Build a digital city pipe gallery. Apply perception and communication technology to transform and build urban pipe corridors to form a digital city lifeline that generates data from self-awareness, automatically connects and aggregates data, and data empowers safe operation. Comprehensively promote the intelligent transformation of water, electricity, gas, and heat meters, build smart buildings and smart communities with high perception density, and establish a perception system based on energy consumption information. Promote the extensive integration and application of digital technology and green low-carbon technology in various fields such as urban construction and transportation.
Build an internationally leading network infrastructure. Accelerate the “dual gigabit” plan to achieve gigabit home access and full coverage of 5G networks. Plan to build a dedicated network and edge computing power system that supports digital natives, and build a new generation of digital trunking dedicated network, high-reliability and low-latency car networking, industrial Internet, satellite Internet, etc.
(2) Converge and activate ultra-large-scale data element assets
Regarding data as a new driving force for sustained growth under the conditions of reduced development in Beijing, agglomerate and activate massive data resources, incubate the data service industry, and actively explore effective models and feasible paths for the development of data resources as assets, marketization, and industrialization.
Build a data resource library supported by multiple sources. Establish a data resource co-ordination mechanism, establish a data annotation database through the physical aggregation and logical integration of data, and aggregate and utilize public data from multiple sources covering governments, enterprises, domestic and foreign institutions, and lay the foundation for activating the value of data assets.
Establish a collaborative and efficient computing power center system. Coordinate all kinds of government cloud, public cloud, private cloud and other computing power center resources to form an overall layout that combines municipal computing power centers and regional computing power centers to achieve a per capita computing power of 3000 GFLOPS in Beijing. Promote the innovative development of cloud services, support cloud architecture optimization and cloud edge-end collaborative development, and strengthen the deployment of edge computing capabilities. Using virtualization technology, green energy-saving technology and automation technology, with the goal of being green and low-carbon, we will comprehensively transform and upgrade traditional data centers. Accelerate the coordinated layout of data centers in the Beijing-Tianjin-Hebei region, make overall use of the computing power resources in the surrounding energy-rich areas, and form a coordinated development pattern of tiered construction and computing power integration in the Beijing-Tianjin-Hebei region, and the data center density has reached the world’s leading level.
Build a data asset industry chain. Break through the barriers from data sources to data streams to data applications, and establish an industrial ecology based on data asset management, transactions, and services. Encourage enterprises to carry out data sharing in accordance with laws and regulations, and support industry-leading enterprises and digital platform enterprises to develop third-party big data service industries. Encourage companies with data analysis capabilities to develop data analysis services for specific industries such as healthcare, finance, and retail. Support enterprises in various fields to establish data asset management and operation companies. Explore methods for evaluating the value of data assets, support the development of data platform transactions, data banks, data trusts, and data intermediary service models for the government, enterprises, and individuals of China Unicom, and build a complete data asset operation ecosystem. Explore financial innovation services such as data asset pledge financing, data asset insurance, data asset guarantee, and data asset securitization. Build system capabilities to ensure data security and develop the data security service industry.
(3) Focus on building an open and interconnected international data hub
Build Beijing International Big Data Exchange with high standards. Participate in the construction of the Digital Silk Road, gather international data resources, explore data transaction rules, technical implementation paths and business models, and provide global-oriented data value discovery and data asset transaction services.
Build a digital trade functional area. Build a high-level digital trading port, enhance the role of attracting and agglomerating internally and radiating externally, and become a new channel for the agglomeration and allocation of high-end elements and high-quality resources around the world. Gather more competitive domestic and foreign companies to support the implementation of platform-based projects such as headquarters, R&D centers, and operation centers of leading international digital trade companies. Support local multinational companies to set up a sea cloud platform, support the development of cloud services, cross-border e-commerce, cross-cultural communication, digital content and other business formats.
Plan to build a data fusion exchange processing computing platform. Supports cloud data production facilities such as the layout of metadata gateways, integrated hybrid databases, integrated artificial intelligence computing sandboxes, data consumption pools and data valves that support private computing and multi-party secure computing, and extensive links to cross-platform, cross-domain, and cross-regional data resources , Supporting digital enterprises and institutions to carry out joint computing.
(4) Focus on cultivating data-driven future benchmark industries

Construct a complete digital economy measurement system framework, and carry out comparative research and evaluation of the development level of digital economy in major cities.
Create a discourse platform that leads the development of the digital economy. Research and establish an authoritative and influential digital economy research institution. Develop and form authoritative products such as the Beijing Digital Benchmarking City Index and annual white paper, and organize the launch of the global digital economy benchmarking city evaluation index measurement.
3. Organize and implement benchmarking projects
Focusing on the basic, comprehensive, and critical sectors of the digital economy, take the lead in implementing a number of benchmarking projects, and build iconic facilities, iconic systems, iconic institutions, iconic scenes, iconic products and iconic features that strongly demonstrate the digital economy era service.
(1) Digital City Operating System Creation Project
Build a new generation of digital native city operating system to form the foundation of city-level Internet of Things, artificial intelligence and 5G applications. Explore the establishment of a data circulation mechanism integrating data registration, evaluation, sharing, transaction, application, and service, guide data aggregation and integrated utilization, and build a data cross-border transaction hub. Build a data transaction system around plaintext data transactions and data transaction methods based on privacy calculations. (5) Cross-system digital medical demonstration center construction project
